This build incorporates the following changes:

1. added devices button to record window
2. down-sampling in Batch mode - removed unnecessary save step
3. batch mode start button now activated by down-sample option
4. fixed treble filter 2db steps after save session and restore
5. fixed opening mono files that include large non-audio chunk
6. fixed 24-bit spectrogram now works up to 0.1 sec/div
7. fixed down-sampling wave file - not being done if not moving drive
